laborers to begin the construction of a road that was to extend from Ch'engtu

seven yards wide with a base of crushed. stone,, had been completed. In
early March the road was still under construction.2

2. On 14 April 1953 the Peiping radio announced that a 327-mile road from
Ch'engtu to Apa was under construction, and that 11.1 miles of the road
were open to traffic.
