INFORMATION
July 4, 1976
The following is report on actions taken or underway on Cambodia through
6:00 P.M. July 3:
Military Operations: ARVN ground reconnaissance operations continued
in the border area without significant contact.
-- US aircraft flew 51 tactical air and 33 reconnaissance sorties.
Tactical strikes were focused in eastern Cambodia; one suspected enemy
transshipment point was struck a few miles from the Laotian border, resulting
in two secondary fires.

Diplomatic: Lou Nol and Sir* Matak saw Charge Rives on June 30. 33oth

Lon Nol expressed appreciation for past assistance, and specifically asked
if we could repair six light aircraft and equip two with loudspeakers for
psyops.
$1. Colt Firearms Company has informed State that it received a
commercial order in Paris from the Cambodian Government for 5,000 M-16 8
and five million rounds of ammunition. Subject to DOD clearance, State
intends to advise Colt that there will probably be no objections to an export
licence.
Information; The Cambodians have reached agreement with a private US
public relations adviser for a visit by four young, US educated intellectuals
who will seek to explain developments in Cambodia and counter unfavorable
publicity in this country. The group is scheduled to arrive in Washington
on July 13.

Diplomatic Steps
1. Lon Nol Seeks Assurance of Continued U.S. Aid. Charge Rives
was called in by Lon Nol July 2 and saw Sink Matak immediately
afterwards. Both sought reassurance that U.S. aid would continue now
that Tune 30 is past. Lon Nol also wanted to discuss possible assistance
in South Laos, in particular to his old friend Boun Oum. Lon Nol
Claimed Vientiane has virtually told Boun Oum it can do no more for
South Laos and that if the latter manages to survive it can choose its _
own future--such as independence or annexation by Cambodia. Lon
Nol expressed appreciation for U.S. assistance, and asked if we could ,
repair six light aircraft and equip two with loudspeakers for psyops.
Both he and Sink Matak described the cabinet reshuffle as a broadening of
the government and lightening of the burden on key ministers. Sink
Matak speculated about interest by Hanoi in negotiation. Rives described,
without mentioning names, the Polish Ambassador 's discussion of Hanoi's
alleged willingness to strike a deal based on a return to the status quo
ante and replacement of Lon Nol by Penn Nouth. Sink Matak expressed
doubt whether Penn Nouth would now be acceptable even if free of Chicom
control, and said a restoration of the status quo would be impossible.
He said the GOC is always ready to negotiate but that the basic issue is
VC/NVA withdrawal--which could, however, take place over a period of
time.

reports, Foreign Minister Malik remarked cryptically July 2 that peace
efforts are under way via Hanoi. He refused comment when asked if the

Indonesian Embassy there is holding talks with the North Vietnamese.
Malik also reportedly said another GOC request for arms aid had been
turned down, but that Indonesia is still willing to provide economic
assistance.
3. Sihanouk Trial. The trial in absentia of Sihanouk opened
Tuly 3 with the defendant represented by two court-appointed 'lawyers.
Charges include cession of Cambodian territory to the VC/NVA,
authorizing VC/NVA aggression against Cambodia, and embezzlement.
4. Government Counselors. The two ministers dropped from the
cabinet in the july 1 reshuffle, plus four other leading members of the.
National Assembly, have been appointed counselors to the government.
Supposedly they will be given specific problems to deal with. Since
the counselors will have the rank, prerogatives, and pay of ministers,
it is likely that their appointment will also help quell National Assembly
hankering for a share in the government.
5. Lon Nol's Family in Hong Kong. The British have informed us
that Madame Lon Nol, together with Lon Nol's Sino-Cambodian business
partner and financial adviser, arrived in Hong Kong the evening of
Xuly I. They gave a false address, and upon being located by the Hong
Kong police asked that the Cambodian consulate-general not be informed-
of their arrival. They claimed to be in Hong Kong for two weeks' rest
and shopping.
6. Cambodian Order for M-16 Rifles. Colt Firearms Co. has
informed the Department that it has received (in Paris) a commercial
order from the Cambodian Government for 5,000 M-16 rifles and five::
million rounds of ammunition. Subject to DOD clearance, we intend to?
advise Colt that there will probably be no objections to an export license.

1. A brief summary of military operations in Cambodia
is as follows:
a. Ground Operations:
(I) ARVN forces conducted ground reconnaissance
and night defensive operations in the Parrot's Beak
area with no significant contacts. One ARVN Soldier
was killed and one was wounded.
(2). There were no contacts reported in the area
west of Base Area 704. An ARVN infantry battalion
and a Marine Brigade are in the process of redeploying
to South Vietnam.
