1. Chinese Communist troops in Tibet consist of the 62 Division, 18 Army,
2 Field Army, under the command of CLA ,G Kuo-hual and political commissar
TIAN Tuan-san 'j, = ). These troops reached Lhasa on 25 October and
made a formal entrance to the city on the morning of 26 October.
2. A total of about 12,000 troops entered Tibet: approximately 10,000 infantry
soldiers, one battalion of army eigineers, one animal transport battalion,
ana one coolie transport battalion. In addition, 50 technicians, including
telecommunications specialists, survey parties, geologists, and specialists
on cultural, propaganda and Party affairs, accompanied the troops to Tibet,,
5. Before the troops entered Tibet the read headquarters of the 18 Army moved
from Ch'".4agtu to haich' a.ag (102-16, 27-53). Additional troops were being

(94-16V-30-41) by the end of October 1951.
4. After the arrival of the 18 army in Tibet the Chinese Comr;,uaists planned to
carry out the following measures, which were scheduled for completion by
March 1952:
a. To welcome the Panchen Lama from lisining (101-49, 36-37) back to Tibet.
The Tibet Service Committee established by the Chinese Communists under
the 9-o,rthWest Bureau at 1' siring is to accompany the Panchen Lama on his
trip to Tibeit 0
b. To consult with the Dalai and Panchen Lamas concerning the organization
and personnel of the Tibetan L;ilitary and Administrative Committee:; grad
to set a date for the inauguration of this organization.
c. To establish the Tibetan +.ilitary Area with MAW Ching-w& as commander
and CBANG Kuo-hua as deputy commander.
