not surprising in view of the unusual qualifications ot our representatives.

into making an official protest which the Soviets could then,
if they wished, cite as evidence that the United States is trying
to sabotage the talks.

MEMORANDUM FOR MR. KISSINGER

SUBJECT: CIA Report on Soviet Intelligence Activities at Talks in Helsinki
Attached (Tab A) is a memo to the President concerning the DCI's report
I think the CIA interpretation (Tab B) is a bit far. etched and you may
not wish to forward the whole memo to the President at this time.
Basically, it is not surprising that the KGB should mount an operation
in this situation and it can be assumed that they will try to see what the
traffic will bear. Obviously, if they repeat we
should consider active countermeasures.
RECOMMENDATION
That you sign the memo at Tab A to the President.
