Kissil - SUBJECT: Actions on Cambodia The following is a report on actions taken or underway on Cambodia from July 27 through 600 p.m., July 31. Military Operations: ARVN forces operating in the Krek/Fishhook area and in the Mekong delta/seacoast region continued to make contacts with enemy units up to company size. ? U.S. /VNAF air operations included 15 B-52 strikes, 262 tacair missions, and 114 recce missions. Ten pieces of roadbuilding equipment were damaged or destroyed, plus 6 vehicles and 3 motor launches. Third Country Military Forces in Support of Cambodia: Our Embassy in Bangkok reports some 70 Thai air strikes since July 4 in Cambodia; the principal result has been the destruction of boats on the Tonle Sap. Military Assistance: The following equipment was delivered: U. S. Origin Captured Small arms ammo 39,600 rds. Machine Gun ammo 59,535 rds. 70,722 Rockets 1,976 Mortar ammo 778 rds. Origin Captured 27,644 15,486 1,333 1,811 40 0 373 0 14,336,428 rds. 2,631,746 rds. 1,161,375 rds. 3,211,602 rds. -- Ambassador Unger has proposed an increase in MASF for Thailand to improve Thai capabilities for assistance in Cambodia by providing trade- offs. He has identified $18.9 million in projects of high priority, and $33.95 million in lower-priority projects. -- The Indonesians are prepared to go ahead forthwith with the shipment of 2,500 AK-47s and 750,000 rounds of ammunition, with the remainder of the 15,000 to be shipped as U.S. replacement rifles arrive. They have made alternative proposals for U.S. direct delivery or for delivery through the Thai or the GVN. The long-range problem of ammunition for AK-47s has not been resolved, and we have advised our Embassy in Djakarta to proceed with the first 2,500, but to avoid commitments on the remainder un- til the issue can be sorted out. Our Embassy in Phnom Penh suggests that direct delivery by the USAF from Djakarta would be the best way of deliver- ing the AK-47s, and has pointed out that the only Cambodian sensitivity will be irritation if they discover that they are getting AK-47s while the Indo- nesians are getting the more desirable M-16s. -- Embassy Bangkok has set up a Thai-U.S. working group to coordinate supplies for the Thai-Khmer group presently in training. The most urgent requirement is for training ammunition. We will support the plan for an immediate mission with IMF officials in Washington, Hope- fully, such a mission will identify Cambodia's priority economic require- ments and will internationalize the assistance effort. ? -- The Netherlands Red Cross has made a token donation of some $Z, 000 for Cambodian relief. -- The Australians have decided to withdraw Australian technicians from the Prek Thnot darn project (a long-standing Mekong development project) 25X1 in view of the insecurity of the area. The decision will be reviewed in October. -- Our recent support for Cambodian radio broadcasting operations has included the provision of programs and scripts to up-grade the content. We have finished installation of the temporary 10 KM transmitter to improve coverage in the Koropong Som area (an American reporter discovered the six Navy technicians who were ashore assisting the installation, but this has not broken into a major story); and we are beginning to relay Cambodian radio broadcasts into Western Cambodia through the use of two airborne transmitters operating out of Thailand (this is a 90-day program). -- Radio Hanoi has announced that a "Voice of the National United Front of Kampuchea" will go on the air beginning August 1.
