subsequent cable to me requesting an appointment with
the President during the month of November or early
in December.
Unfortunately, the President's schedule is such that he
will be unable to meet with you during the times you
have suggested.

ACTION
At TAB A is a proposed response to Dr. Arvid Fredborg, a "foreign
policy consultant" in Liechtenstein, who requests an appointment with
President Ford.
Dr. Fredborg's secretary wrote you (TAB B) citing a cable and an earlier
letter in which Dr. Fredborg asked for the appointment. The original
letter was recovered from the White House and is at TAB C. Also at
TAB C are copies of the political/economic publication which Dr. Fredborg
edits, International Background.
A key point -made by Dr. Frerlborg is the opening sentence in his letter
where he cites repeated visits with Congressman Ford for "background
talks." I have checked with several of President Ford's staff and am unable
to establish that Dr. Fredborg had any special relationship with President
Ford. Mildred Leonard, who was Mr. Ford's appointment secretary
during the time he was House Majority Leader, recognized the name and
confirmed that Dr. Fredborg had seen Mr. Ford, but she was unable to
characterize the relationship or to support any assumption that he would
welcome a current meeting with Dr. Fredborg.

In the course of the years you were kind enough to receive me repeatedly
during my stays in Washington. Last year became an exception as the time
already fixed had to be given up because of wellknown political events. Your
papers were just being examined by the F.B.I. as you had become Vice-Pre-
sident designate in the meantime.
You are no doubt now overwhelmed with people who like to see you.
Nevertheless it hope you would not mind if I asked for an appointment some
time in November. It is for the usual background talk. I would be prepared
to come at any time during that month, but preferably before November 25th.
Then it is possible for me to come over 5-12 Dec., but difficult.
Together with my normal activities as consultant to Swedish and Fin-
nish industries, I am publishing a periodical in English. Allow me to en-
close one copy from last year where American problems were treated, to-
gether with the issues No. 6 and 7 this year.
I would be very much obliged if your secretariate could tell me if and
when you could see me in November, or, alternatively, December.
