No Objection to Declassification in Full 2012/09/06 LOC-HAK-558-21-3-6 Report # 3 4May 1970 DIA ANALYSIS OF SIGNIFICANT TACTICAL COMINT Reflecting the. difficulties which COSVN headquarters is experiencing in controlling their operations in Cambodia, COMINT indicates an 80 per cent reduction in traffic below normal COSVN levels. This is undoubtedly an attempt,by COSVN to avoid detection and protect itself from attack by Allied units. The COSVN headquarters structure remains dispersed in various locations both in the Parrot's Beak and Fishhook areas. In a possibly related development, major elements of the 7th NVA Division which were reported yesterday in the Fishhook area, appear to be planning diversionary or reaction operations. A 3 May message between two 7th Division associates stated, "(Our. commanders) are determined to mass our forces to systemati- cal.ly'destroy the one enemy battalion." At the same time, these operations are confronting them with: "We are striving to trans- port the race and ammunition back to the rear area and hide them." To the south, in the "Parrot's Beak," communications terminals serving elements of Subregion (SR)-2, which appear to have had responsibility for controlling enemy operations in the vicinity of the Anrel's Wing, has been observed in an abnormally low level of communications activity. In possibly related activity, an SR-2 district unit queried another district unit on the situation of the suspected Subregion Headquarters. The 3 May message stated in part, "Hair Hwng (code name for suspected Headquarters, SR-2) has not come up because yesterday the enemy was northeast of his location." The low level of communications activity can probably be attributed to the intensive pressure being applied by the Allied operations in the Parrot's Beak which has resulted in approximately 1,300 enemy KIA to date. In 4th Corps, there is no change; all major NVA elements in. the Delta appear to be remaining in their normal areas of operation.. DIA, NSA reviews completed.
