KISSINGER Cambodian Military Situation Ambassador Swank reported on the military situation east of Phnom Penh. Following are the highlights of his report: -- The situation is not considered to be unmanageable at this point. -- This engagement is viewed as approaching the magni- tude of enemy efforts along Route 7 during last November and December. -- The report that FANK has no plans to assist iso- lated units is incorrect. Yesterday FANK sent two additional battalions into the area as rein- forcements. - Today FANK hopes to launch an operation in the area that will permit relief forces to reach the isolated garrison. -- Friendly casualties are reported as high, but Swank does not consider them excessive considering the level of combat.
