Funding for PFLAB
Bruce Kehrli has written you (Tab B) saying that, having lost the
Special Projects Appropriation, the White House can no longer
fund PFLA.B. He suggests that, in these circumstances, there
is no alternative to CIA funding and seeks your views.
From time to time the White House has hinted that the .NSC should
pick up the tab for some of PFIAB's activities. We have ignored
the hints and, when they became suggestions, have turned them
down flat. In order to nip in the bud any further such, I suggest
you concur in CIA funding.

President's Foreign Intelligence
Advisory Board Funding
Several months ago we discussed moving the President's
Foreign Intelligence Advisory Board from the Special Projects
Appropriation of the White House to the CIA. We dropped the
matter because (a) the group should be closely identified with
the President and White House and (b) funding from one of the
agencies the board is called upon to coordinate might be con-
sidered inappropriate.
As you may be aware, the White House Special Projects
Appropriation of approximately $1.5 million was eliminated by
the conference committee last week, and when one of the two
houses on the Hill acts on the conference report -- which could
come today or tomorrow -- we are required by law to discontinue
obligating funds from the Special Projects Appropriation. While
we have operated during the first quarter of FY74 fronz a
continuing resolution, within a day or two, all funding for the
PFLAB must either cease or be transferred to another department
or agency. White House funds are unavailable from our S & E
Appropriation.
Considering these circumstances, I think we have no alternative
but to have CIA pick them up. Do you have any other ideas?
