MEMORANDUM FOR: THE PRESIDENT
FROM: HENRY A. KISSINGER
An F105 flying coverage for a B5Z flight in lower Laos near Ban Laboy
at 4:35 a. m. fired a Shrike missile at a Fire Can Radar (SAZ). The
radar signals appeared to be emanating in an area in North Vietnam
seven miles west of Dong Hoi. The signals ended 25 seconds after
firing. (Map attached)
