FOREIGN MINISTRY SPOKESMAN ISSUED A STATEMENT EXPOSING FLAGRANT
DISTORTIONS ON THE PART OF THE UNITED STATES WHICH PROVE THAT IT
IS STILL DELIBERATELY. PURSUING AND ARROGANT, HOSTILE POLICY TOWARD
VIETNAM, ENGAGING IN DECEPTION AND MISLEADING PUBLIC OPINION.
THE STATEMENT SAYS:
ON. 9, SEPTEMBER U.S. AMBASSADOR T O THE UNITED NATIONS
WILLIAM SCRANTON SAID THAT THE UNITED STATES (?WILL) BRING THE
ISSUE OF AMERICANS MISSING IN VIETNAM TO THE UNITED NATIONS
BECAUSE OF THE LACK OF PROGRESS IN BILATERAL CONTACTS BETWEEN
VIETNAM AND THE UNITED STATES. THIS IS A TRICK AIMED AT
FLAGRANTLY DISTORTING THE TRUTH. THE SRV FOREIGN MINISTRY
DEEMS IT NECESSARY TO REVEAL THE TRUTH ABOUT THIS MATTER.
AS EVERYONE KNOWS9 THE SRV GOVERNMENT HAS ON SEVERAL OCCASIONS
MADE KNOWN ITS VIEWS ON THE POSTWAR PROBLEMS REMAINING BETWEEN
THE UNITED STATES AND VIETNAM AND ON NORMALIZATION OF RELATIONS
BETWEEN THE TWO COUNTRIES AS STIPULATED BY THE PARIS AGREEMENT.
BY REALISTIC ACTS VIETNAM HAS CLEARLY DEMONSTRATED ITS SERIOUS.
ATTITUDE AND GOODWILL. SINCE 026) MARCH 1976 TO DATE,' THE .
VIETNAMESE SIDE AND THE U.S. SIDE HAVE. EXCHANGED NOTES ON THREE
SEPARATE OCCASIONS WITH THE PURPOSE OF PROMOTING TALKS BETWEEN THE
TWO SIDES. THE TWO SIDES HAVE AGREED THAT TALKS WILL BE HELD ON
PROBLEMS OF MUTUAL CONCERN, THAT THE U.S. WILL RAISE THE ISSUE
OF MISSING AMERICANS AND THE VIETNAMESE SIDE THE PROBLEM OF U.S.
CONTRIBUTIONS TO HEALING THE WOUNDS WAR, AND. THAT VIETNAM-U.S.
RELATIONS WILL BE NORMALIZED ON THIS BASIS. THE TWO SIDES HAD
ALSO AGREED ON THE (?ARRANGEMENT) AND VENUE OF THE NEGOTIATIONS.
IN ITS 27 AUGUST 1976 NOTE TO THE U.S. DEPARTMENT OF STATE,
THE VIETNAM FOREIGN MINISTRY PROPOSED THAT (?LIAISON OFFICIALS)
OF THE TWO SIDES MEET TO DISCUSS THE DATE FOR THE FIRST MEETING.
HOWEVER, TO THIS DAY THE U.S. SIDE HAS NOT ANSWERED THIS NOTE.
ON 6 SEPTEMBER 1976, T O CREATE FAVORABLE CONDITIONS FOR THE
AFOREMENTIONED NEGOTIATIONS, THE VIETNAMESE EMBASSY IN PARIS
`INFORMED THE U.S. SIDE OF THE DATA IT HAD GATHERED ON 12 U.S.
PILOTS WHO WERE KILLED WHILE ATTACKING NORTH VIETNAM. THIS ACT OF
GOODWILL BY THE SRV GOVERNMENT HAS BEEN ACCLAIMED BY PUBLIC
OPINION THROUGHOUT THE WORLD, INCLUDING IN THE UNITED STATES.
HOWEVER, THE U.S. ADMINISTRATION HAS REFUSED TO RESPOND SERIOUSLY.
IT HAS ADAMANTLY DEMANDED THAT VIETNAM FULLY AND PROMPTLY IMPLEMENT
ARTICLE 8B OF THE PARIS AGREEMENT ON THE MIA ISSUE,
WHILE AT THE SAME TIME CONTINUING TO STUBBORNLY REFUSED TO DISCHARGE
ITS OBLIGATION TO CONTRIBUTE TO HEALING THE WOUNDS OF WAR IN VIETNAM
AS STIPULATED BY ARTICLE 21 OF THE AGREEMENT. ON THE ONE HAND,
IT HAS AVOIDED TO-ANSWER THE 27 AUGUST 1976 VIETNAM NOTE AND HAS
DELAYED.-T HE .-FIR_ST._ MEETING BETWEEN THE TW 0 SIDES; ON THE OTHER , IT
HAS -SAID - T . HAT- BILATERAL .CONTACTS-HAVE BEEN FRUITLESS...- THIS IS AN
ARROGANT ATTITUCDE WHICH IS CONTRARY TO INTERNATIONAL ETHICS AND LAW.

THE UNITED STATES CANNOT DEMAND THAT VIETNAM IMPLEMENT A PROVISION
OF THE PARIS AGREEMENT ON VIETNAM WHILE THEY AT THE SAME TIME
REFUSE TO IMPLEMENT ANOTHER PROVISION OF THE SAME AGREEMENT.
IN THE FACE OF THIS SITUATION, THE SRV GOVERNMENT HAS DECIDED
TO MAKE PUBLIC THE NOTES WHICH HAVE BEEN EXCHANGED BETWEEN VIETNAM
AND THE UNITED STATES IN THE RECENT PAST. PUBLIC OPINION WILL
CLEARLY SEE THAT IT IS THE U.S. GOVERNMENT THAT HAS DELIBERATELY
PURSUED AN ARROGANT AND HOSTILE POLICY TOWARD VIETNAM, ENGAGED IN
DECEPTION AND MISLED PUBLIC OPINION. THE U.S. GOVERNMENT MUST
BEAR FLLL RESPONSIBILITY FOR OBSTRUCTING TALKS ON THE IMPLEMENTATION
OF THE PROVISIONS OF THE PARIS AGREEMENT ON PERSONS MISSING IN
ACTION AND ON THE U.S. OBLIGATION TO CONTRIBUTE TO HEALING THE
WOUNDS OF WAR I N VIETNAM.
THE SRV GOVERNMENT HAS CONSTANTLY MAINTAINED A SERIOUS
POSITION AND ATTITUDE OF GOODWILL I N THE SETTLEMENT OF THE PROBLEMS
REMAINING BETWEEN THE TWO SIDES. IF THE U.S. GOVERNMENT SINCERELY
WANTS AN EARLY MEETING BETWEEN THE TWO SIDES TO SETTLE THESE
PROBLEMS, IT MUST GIVE UP ITS STUBBORN ATTITUDE AND PROVIDE AN
EARLY ANSWER TO THE 27 AUGUST 1976 NOTE OF THE SRV FOREIGN
