DEAR MR. MINISTER :
CONGRESSMAN C.V. MONTGOMERY, CHAIRMAN OF THE U. S. CONGRESS
SPECIAL COMMITTEE ON THE MIA'S IN SOUTHEAST ASIA AND THE
OTHER MEMBERS OF THE COMMITTEE HAVE INFORMED ME OF THEIR RECENT
VISIT TO YOUR COUNTRY AND HAVE ASKED ME TO EXPRESS THEIR FINE
APPRECIATION FOR THE HOSPITALITY YOUR GOVERNMENT RESERVED FOR
THEM. CONGRESSMAN MONTGOMERY HAS ALSO INFORMED ME OF THE
INTEREST OF THE MEMBERS OF YOUR GOVERNMENT IN POSSIBLE DISCUSSIONS
CONCERNING AN EVENTUAL NORMALIZATION OF RELATIONS BETWEEN
VIETNAM AND THE UNITED STATES. THE UNITED STATES HAS
EXPRESSED ITS DESIRE TO LOOK IN THE FUTURE TO ITS RELATIONS
WITH VIETNAM.

I HAVE THE HONOR TO ACKNOWLEDGE RECEPTION OF YOUR

MESSAGE DATED 26 MARCH 1976. THE DRV GOVERNMENT HAS,
ON MANY OCCASIONS, AFFIRMED THAT IT IS READY TO DISCUSS
WITH THE U.S. GOVERNMENT TOWARD A PROMPT SOLUTION OF THE
PENDING QUESTIONS BETWEEN VIETNAM AND THE UNITED STATES
DURING THE POSTWAR PERIOD AS STIPULATED BY THE PARIS
AGREEMENT, SUCH AS THE. U.S. CONTRIBUTION TO THE HEALING
OF THE WOUNDS OF WAR AND- THE POSTWAR -RECONSTRUCTION IN THE
TWO ZONES OF VIETNAM, THE SEARCH FOR AMERICANS MISSING IN
ACTION, THE EXHUMATION AND REPATRIATION OF THE REMAINS OF
DEAD AMERICANS .... ((ELLIPSIS 'AS RECEIVED)) ON THIS BASIS,
THE DRV WILL NORMALIZE ITS RELATIONS WITH THE UNITED STATES
IN THE SPIRIT OF ARTICLE 22 OF THE PARIS AGREEMENT ON
VIETNAM. BY ITS POSITIVE ACTS, THE DRV GOVERNMENT HAS
.CONSTANTLY MANIFESTED ITS GOOD WILL AND SERIOUS INTENTION
IN THE APPLICATION OF THIS POLICY IN CONFORMITY WITH
SENTIMENTS AND REASON. IT IS VERY REGRETTABLE THAT THE
U.S. PARTY HAS UNTIL NOW REFUSED TO FULFILL ITS OBLIGATION
TO CONTRIBUTE TO THE HEALING OF THE WOUNDS OF VAR AND TO
T HE POSTWAR RECONSTRUCTION IN VIETNAM AND THAT IT HAS GONE
SO FAR.AS TO UNDERTAKE ACTS HOSTILE TO THE 1'T-?TNAMESE PEOPLE
AND TO -USE DISCOURTEOUS AND SLANDEROUS REMAR:;S WITH REGARD
JO THE DRV GOVERNMENT.
IF YOUR GOVERNMENT REALLY DESIRES TALKS DESIGNED
TO NORMALIZED RELATIONS WITH THE DRV, THE UNITED STATES
SHOULD SHOW THE SAME GOOD WILL AND THE SAME SERIOUS
