WARREN HAS DENIED A UPI REPORT PUBLISHED THURSDAY THAT PRESIDENT
NIXON HAS POSTPONED A EUROPEAN TRIP FROM SPRING TO FALL.
WARREN SAID, "WE HAVE NOT ANNOUNCED A TIME FOR THE TRIP." BUT HE
SAID "THERE IS NOTHING TO THE REPORT THAT THERE HAS BEEN A DELAY OR
CHANGE IN THE PRESIDENT'S PLANS."
ACCORDING TO INFORMATON RECEIVED BY UPI9 THE TRIP HAD BEEN SET FOR
EITHER APRIL I TO 15 OR APRIL 15 TO MAY 2 AND WOULD HAVE INCLUDED
GREAT BRITAIN, FRANCE,. ITALY, WEST GERMANY, BELGIUM AND THE
NETHERLANDS.
SOURCES HAD TOLD UPI THE TRIP WAS BEING POSTPONED UNTIL FALL
BECAUSE THE PRESIDENT BELIEVED THIS WASN'T THE TIME TO MAKE IT.

AND CARIBBEAN COUNTRIES MET BEHIND CLOSED DOORS TODAY TO ;
FRAME A RESPONSE TO SECRETARY OF STATE HENRY KISSINGER'S
PROPOSALS FOR A NEW HEMISPHERE RELATIONSHIP.
"WE HAVE THE IMPRESSION THEY ARE RATHER WELL-RECEIVED,
BUT WE WILL HAVE A BETTER IMPRESSION AT THE END OF THE CONFERENCE,
KISSINGER TOLD A NEWSMAN AS HE ARRIVED AT THE MEXICAN FOREIGN
MINISTRY BUILDING.
THE SECRETARY BEGAN THE DAY CONFERRING IN A HOTEL SUITE
WITH THE SIX-MAN CONGRESSIONAL DELEGATION THAT HE BROUGHT
WITH HIM FROM WASHINGTON TO UNDERSCORE THE IMPORTANCE ATTACHED
TO BUILDING A "NEW DIALOGUE" WITH SOMEWHAT SKEPTICAL LATIN
AMERICA.
THE 24 MINISTERS CAUCUSED THURSDAY NIGHT WITHOUT KISSINGER
ON HOW TO RESPOND.-TO HIS PROPOSALS, WHICH INCLUDE GETTING
UP A"FACT-FINDING COMMISSION TO INVESTIGATE DISPUTES OVER
THE OPERATIONS OF U.S.-BASED CORPORATIONS IN THEIR COUNTRIES.
KISSINGER STEERED CLEAR OF THESE DELIBERATIONS, LIMITING
HIS CONTACTS TO AN HOUR'S TALK WITH MEXICAN PRESIDENT LUIS
ECHEVERRIA AND A FEW MINUTES ON THE TELEPONE WITH TWO OR
THREE OTHER MINISTERS.
A MEMBER OF THE U.S. DELEGATION LIKENED THE SECOND SESSION
TO THE "TWO-STEP." HE SAID KISSINGER'S OPENING SPEECH WAS
"ONE STEP FORWARD AND "NOW THE FOEIGN MINISTERS TAKE

FIRST MAJOR VENTURE IN LATIN AMERICAN POLICY, HAS TAKEN A NEW TACK
IN SEEKING A SOLUTION TO THE DELICATE PROBLEM OF UNITED STATES
INVESTMENTS ABROAD.
SPEAKING.THURSDAY AT THE OPENING OF A THREE-DAY CONFERENCE WITH 24
LATIN AMERICAN FOREIGN MINISTERS,'THE AMERICAN FOREIGN POLICY CHIEF
PROPOSED THE FORMATION OF A "FACT-FINDING" BOARD OF IMPORTANT
HEMISPHERIC FIGURES TO HANDLE DISPUTES INVOLVING U.S. COMPANIES.
ONE DELEGATE PRESENT AT THE CLOSED-DOOR MEETING SAID THE BOARD
WOULD TRY TO RESOLVE DISPUTED NATIONALIZATION OR EXPROPRIATION MOVES
AGAINST U.S. COMPANIES AND THUS AVOID GOVERNMENT-TO-GOVERNMENT
CONFRONTATIONS.
"KISSINGER EXPLAINED THAT WHILE COUNTRIES HAVE THEIR OWN
RESPONSIBILITIES, THE U.S. ALSO HAS A POLICY OF PROTECTING
U.S.'COMPANIES ABROAD. SO THERE IS OFTEN A PROBLEM*" HE SAID.
ONE DELEGATE SAID KISSINGER HAD PRESENTED "SOME SOUND IDEAS, BUT
THEY MUST BE STUDIED." BUT OTHERS WERE UNHAPPY BECAUSE HE HAD
SEIZED THE INITIATIVE AT A CONFERENCE THEY EXPECTED TO DOMINATE.
"KISSINGER PRESENTED SOME THINGS THE FOREIGN MINISTERS WEREN'T
PREPARED FOR, SUCH AS THE FACT-FINDING BOARD IDEA, AND.THEY DON'T.
KNOW WHAT TO DO ABOUT IT," A DELEGATE SAID.
KISSINGER ALSO REPORTEDLY SAID THAT THE UNITED STATES IS
OPEN TO INTERIM SOLUTIONS OF ITS DISPUTE OVER THE 200-MILE
FISHING 'LIMIT ENFORCED BY ECUADOR, PERU AND CHILE. HE ALSO
ANNOUNCED THAT THE UNITED STATES AND PANAMA WILL OPEN NEGOTIATIONS
IN WASHINGTON IN MAY FOR A NEW CANAL TREATY EMBODYING THE
PRINCIPLES THE TWO GOVERNMENTS AGREED ON EARLIER THIS MONTH.
