SUBJECT: Your European Trip
I thought you would be interested in the following
"There are indications that Italian and Belgian officials
oppose any international agreement on placing voluntary
limits on certain textile exports. Some of the other
European Community countries are even stronger in
their opposition. The British have serious reservations,
and Bonn has confirmed to a U. S. Embassy official
Germany's dislike for such an agreement (he said,
however, that the Germans would listen to the U. S. case).
Community officials are preparing their positions, be-
cause they expect Secretary Stane to bring up the question
on his forthcoming European trip.
Apart from the textile issue. the Europeans welcome
the Stan* visit as an opportunity to discuss protectionist
trends on both sides of the - atlantic. The Community
countries may be interested in establishing now machinery
for resolving trade issues between the U. S. and the
Common ''arket. "
