I am sure that you share my regret that this action is necessary. I know, however, that you will agree with me that we must not impose upon a man who has already done so much for his country and for the North Atlantic Alliance. General Lernnitzer has been a fine soldier who has more than done his duty. I am now writing to ask whether you wish the United States to assign another General Officer as SACEUR commander. If this is the desire of the North Atlantic Treaty Organization, I would be prepared to nominate for your consideration General Andrew Goodpaster, an officer of great distinction and superb ability. I intend to appoint him Commander of U. S. Forces in Europe (CINCEUR) effective May 1, 1969. (paragraph on General Goodpaster's background) Should you desire the appointment of an American to-the SACEUR position, I am prepared to appoint General Goodpaster effective July 1, 1969. I would appreciate your thoughts on this matter at your earliest convenience.
