Report #11
12 May.1970
DIA Analysis of Significant Tactical COMINT
Communications and dispositions of major Communist
authorities and main force units of COSVN continue to. reflect
reaction to Allied operation in Cambodia.
In the Fishhook area, COSVN communications returned to
a normal level on 10 May. The Vietnamese Communist Head-
quarters, South Vietnam Sub-Region Control is now located
.in the same area as Headquarters, South Vietnam Tactical
Control indicating a consolidation of control entities con-
tinues following the early May disruptions. The Military
Intelligence Element (MIE) COSVN, while in communications
with the Military Intelligence Bureau (MIB), reported that
he could not hear the NIB from 3 to 10 May. This MIB replied
that it was undergoing a sweep operations, and signed off the
air. DIA believes this indicates that Allied operations-are
still causing a degree of disruption as some COSVN elements
continue to evade. The MIB was not observed in communications
with any of its out-stations between*4 and 7 May.
On.8 May, General Directorate of Rear Services caminuhi-
cations ordered a temporary halt for all infiltration groups
currently in the Binh Tram 34 area (Laos) of the pipeline.
The groups affected were probably destined for the COSVN
area of South Vietnam. Another 8 May message sent by Binh
Tram 35 to its subordinates directed all groups travelling
toward COSVN were to be stopped for an unspecified period of
.time. The stations were ordered to assume responsibility for
the troops.
Serious enemy concern continues to be evident in COMINT
near Base Area 350.and 351. An it May message from the
Headquarters, 5th VC Division to one of its subordinate
regiments reported that "The situation is very tense. COSVN
has reminded all of you that you must send the units to strike
stronger and quicker. On 6 May, the enemy landed one battalion
of Americans and puppets in the direction of Rear Services
Group 86. The Rear Base is now preparing to strike the sweep.
The 275th Regiment is presently occupying the Province capital
of Kratie (Cambodia). They captured over 100 prisoners. All
of you are to strive to work well so that we can coordinate.
Let us know your unit's present situation." A second message

on the same day from the 96th Artillery Regiment to a sub-
ordinate battalion stated "Only four tons of rice remain.
Therefore, we must save our food money to use throughout
the rainy season and be shrewd. We must tightly control
the amount (or rice) used in order to economize. We must
keep safe those items of medicine, military equipment,
.and (text garbled) exploit further."
In the Parrot's Beak Area, on 10 May, the Headquarters,
.Sub--Re ion 2 was noted in communications for the first time
since 6 May. Sub-Region 2 and Headquarters, Sub-Region
Control (COSVN) exchanged an unusually high number of
messages, with 27 being transmitted by the latter and 21 by
Headquarters, Sub-Region 2. While this high vol e of
message traffic suggests that command and controlas been
established between COSVN and subordinate elements, diffi-
culties are still present. Headquarters, Sub-Region Control
.made several unsuccessful attempts to re-establish contact
with Headquarters, Sub-Region 2 on 11 May.
In nth Corps area, Headquarters, Military Region 2 was
located in Southwestern Kadal Province. DIA analysis has
noted this entity in increased communications activity;
probably because of recent Allied thirsts through Base Area
704 and into Base Area 709. Its subordinate Military
Intelligence Section as well as the Headquarters 88th NVA
Regiment remain unobserved. The silence of the 88th NVA
Regiment since 9 May could indicate that the regiment is
relocating.
