--Organization of Multilateral Group: State is calling in the Australian
and New Zealand Ambassadors October 28 to suggest that they work on the
Indonesians, as Chairman of the Djakarta Three (Indonesia, Japan, Malaysia)
to take the lead in forming a multilateral consultative group to discuss
Cambodia's economic aid needs from all sources.
--Cheng Hen Visit: State reports that the Cambodian Chief of State and
his party have expressed great satisfaction at the reception afforded them at
UNGA, by the U.S. public and the President and Vice President. The
Cambodians have decided they need professional help in maintaining their
public image in the U. S. and have started negotiations to obtain it. Cheng
Heng will stop in Japan for economic aid talks on the way home.
--New Zealand Recognition: Embassy Wellington has learned that Prime
Minister Holyoake has approved extending recognition to the Khmer Republic
and granting aid. The New Zealanders are thinking of jointly accrediting to Phnom
Penh their Ambassador resident at Saigon and starting a modest aid program.
Formal Government approval of these moves is expected in a few weeks.

Subject: Weekly Report on Cambodia No. 11
Third Country Aid to Cambodia
Organization of Multilateral Group - We are calling
in the Australian and New Zealand Ambassadors October 28
to discuss Cambodian needs for economic aid from all sources,
and to suggest that Australia and New Zealand may be able
to induce Indonesian Foreign Minister Malik, as chairman
of the Djakarta Conference, or the Djakarta Three (Indonesia,
Japan, Malaysia), to take the lead in forming a multilateral
consultative group.
Diplomatic and Political Developments
1. Visit by Chief of State - Cambodian Chief of State
Cheng Heng and his party expressed considerable satisfaction
with his visit to the UN General Assembly, his public
appearances in the U.S., and his meetings with the President
and Vice President. The visit contributed to convincing
the Cambodians that they need professional help in maintaining
their public image in the U.S., and they are continuing
negotiations with a retired Foreign Service officer who
helped with arrangements for the Chief of State's visit. On
his return home, Cheng Heng will stop in Japan for an
official visit, which coincides with the arrival in Japan of
a Cambodian delegation for detailed economic aid negotiations.

2. Cambodian Attitudes on President's Cease-Fire
Proposal - The GKR has continued to affirm its support
for the President's cease-fire proposal, while reserving
its position on what sucft a cease-fire might actually
mean. In informal contacts with theEmbassy, Cambodian
officials have expressed the view that it would have to
include a VC/NVA withdrawal. Other Cambodians take the
line that no differences between the U.S. and GKR can arise
over the cease-fire proposal because the VC/NVA will
never accept it.
2. Internal Political Developments - Some jockeying
for position is taking place in Cambodian politics as the
Senate and National Assembly prepare to elect permanent
officers for the 1970-71 session. Other issues which are
provoking both private and public debate in Phnom Penh
include the new republican constitution which is being
drafted (strong president or parliamentary system?) and
the retention or elimination of FrenO aS a language of
secondaryncohaal-imatzuetion. 411e0SilhoWey-no4Pos tat some
of the arguments in progress reflect the continuing pressure
of intellectual and youth groups on the entrenched political
elite. None of the political infighting constitutes any
threat to the GKR.
4. Disposition of Royal Family - The Embassy has
learned that the GKR has rejected a request by ex-Queen
Kossamak (Sihanouk's mother) to go to France, accompanied
by most of Sihanouk's other close relatives remaining in
Cambodia, for medical treatment. The GKR feels that their
presence in Phnom Penh acts as a deterrent to indiscriminate
VC/NVA attacks by fire, and that they are potential hostages
in case any important GKR personalities are captured.
