Cambodian Chief of State Cheng Heng addressed the UNGA October 19 in the course of which he welcomed your five-point peace proposal. His visit to the U. S. is going smoothly; it has not yet generated much publicity. HENRY A. KISSINGER THE WHITE HOUSE Subject: Weekly Report on Cambodia No. 10 25X1 Political and Diplomatic Developments 1. Deputy Chief of Staff to Visit CINCPAC - FANK Deputy Chief of Staff BG Sak Suthsakhan, as personal re- presentative of Premier Lon Nol, will visit CINCPAC at Honolulu October 22-25, accompanied by BG Thappana Nginn. There will be no public disclosure of the visit and the Cambodians will travel in civilian clothes. The visit is at the initiative of Lon Nol, who in an October 16 message to Admiral McCain expressed the desire for a high-level dis- cussion of the problems of future contingencies, stating that "our potential in material and equipment is not advancing in parallel with military actions." During a related discussion with Ambassador Swank and his military attache at Phnom Penh October 19, Lon Nol said he has information which indicates the North Vietnamese may be preparing 200-400,000 men in North Vietnam for operations against South Vietnam or Cambodia once the dry season arrives. Cheng Heng Visit - Cambodian Chief of State Cheng Heng addressed a commemorative session of the UNGA October 19, along with a number of other Chiefs of State and Prime Ministers. In general his address was un- exceptional. He mentioned in passing that Cambodia has welcomed President Nixon's peace proposals, but concentrated on an outline of Vietnamese aggression against Cambodia and the UN's inability to act to alleviate the situation. Prior to his UN appearance, Cheng Heng made appearances at the Air Force Academy, Denver and Pittsburgh. We have no direct reading on his experiences, but understand from one of his US-educated press advisors that the trip has been going well. Cheng Heng is scheduled to give an address at the National Press Club here at noon October 21. The Department will be represented by Deputy Assistant Secretaries Sullivan and Barger and by the Laos/Cambodia Country Director, Mr. Corcoran. The same day the FANK logistics director, BG U Say, will visit the Pentagon at his request for a round of briefings and meetings. 2. Sihanouk Speaks - In an article which appears in the issue of Look magazine dated today, Prince Sihanouk responds to a series of written questions posed by Editor William Attwood. Taken together with his by-lined Foreign Affairs article in the October issue and an interview he gave to AFP in Peking September 25, Sihanouk seems to be saying (a) he has abrogated all vestiges of power in favor of the "Khmer Rouge" (b) he will not return to Cambodia until invited to do so by the KR (c) he will remain on the scene only long enough to observe the overthrow of Lon Nol and will then retire to France. In passing Sihanouk explicitly concedes the NVA/VC presence in Cambodia,. a fact still adamantly denied -by Hanoi. Theodore L.
