The following is a report on actions taken or underway on Cambodia
from September 1 through 12 midnight, September 7.
? Military Operations:
Ground. There was continued reporting of significant enemy
concentrations throughout the country. On 7 September the largest
Cambodian clearing operation to date was initiated.

*Six UH-1 Utility Helicopters were delivered on Sunday, 6 September,
and will be shown in next week's report.
Diplomatic: The Australian Government has announced an additional aid
commitment of $1 million, bringing its total for FY71 to $2.2 million. Part
of the new funds may be used for arms. Secretary Rogers has expressed
our pleasure to Foreign Minister McMahon at this Australian Government
decision.
Psychological: Our Embassy at Phnom Penh reports that improvement of
the radio Phnom Penh transmitter is proceeding smoothly. Our technical
staff observes that at this time overall transmitter effectiveness is largely
-dependent on the skill of the Cambodian operating personnel.

3. Australia. The Australian GocTernment has announced its
additional aid commitment of $1 million (Aust $900,000) to Cambodia,
bringing its total for fiscal year 1971 to $2.2 million. The
Australian announcement noted that part of the new funds might, if
necessary, be used for arms. The Secretary has expressed our pleasure
to Foreign Minister McMahon. We have suggested that a small part
of the new funds be used to take over 'U.S. projects for strengthening
Radio Cambodia, thus avoiding the risk of duplication and relieving
us of legal and congressional problems on how to fund our plans.
The preliminary GOA reaction was favorable.
Diplomatic Steps
1. Iusaka-Conference. AS anticipated, the preparatory meeting
of foreign ministers for the Lusaka conference of non-aligned states
has apparently decided to seat neither :a Sihanouk nor a. GOC delegation.
2. Cambodian Delegations to Australia and New Zealand. Dele-
gations of Cambodian students and parliamentarians are scheduled to
visit Australia and New Zealand this month and next. At Prime
Minister Holyoakeis direction, the parliamentary delegation will be
--treated-as full guests of the GNZ, an "unheard of" procedure according
to New Zealand officials.
3. Sihanouk Supporters Evacuate Embassy in Prague. Responding
to a Czechoslovak blockade of the building, pro-Sihanouk students
and a defecting Cambodian embassy officer have left the Cambodian
embassy in Prague. The Czechoslovak government has thus maintained
' its relations with the GOC, and its embassy in Phnom Penh, at the cost
of some abuse from Sihanouk.
4. Visit by Chief of State and Foreign Minister. We have been
informed that Cambodian Chief of State Cheng Heng will attend the
25th anniversary commemorative session of the UN General Assembly
in mid-October. He hopes to be received by the President during his
stay in the U.S. Earlier, Foreign Minister Koun Wick will arrive
at the UNGA Sept. 13 or 15. From September 30 through October 12, he
will be traveling in the U.S., making appearances to explain the
Cambodian situation. His only firm engagement so far is in Los Angeles.

1. Alleged Sihanouk Statements on North Vietnamese Presence,
Soviet Union. The GOC has produced tapes of two unusual statements
allegedly broadcast on Sihanouk's radio station. One, a government
statement, admits the presence of NVN forces in Cambodia, calls
on Cambodians to welcome and cooperate with them, and concedes
that young, misguided NVA soldiers have caused some damage to the
Angkor ruins. The other, which purports to be a statement by
? Sihanouk himself, is a brief but vehement attack on the "reactionary"
Soviet Union for its failure to recognize his government. We are
-checking the authenticity of these statements, which is uncertain.
2. -GOC White Paper. The GOC has issued a white paper containing
? details of its attempts, both before and after Sihanouk's over-
? throw, to negotiate the withdrawal of VC/NVA forces. Although the
-white paper was barely noticed by U.S. news media, a more favorable
Reuters story received some play elsewhere in the world, including
the major Zambian newspaper on the eve of the Lusaka conference.

MILITARY OPERATIONS
Ground. There was continued reporting of significant enemy
concentrations throughout the country. Scattered attacks, harassment,
and training and indoctrination of the local populace continue. On
7 September the largest Cambodian operation to date was initiated to
reinforce Kornpong Thom, open Route 6 from Skoun to Kornpong Thom,
and open a water route from the southern tip of the Tonle Sap Lake to
Kornpong Thom.
