MARSHALL WRIGHT SUBJECT: Agency submissions for the 1972 Annual Review of Foreign Policy are due by November 1. A copy of the memorandum requesting these sub- missions is attached. Submissions pertaining to your areas of interest will be provided to you as soon as they are received. Dr. Kissinger has asked that each of you prepare drafts of relevant sections for inclusion in the review. The drafts should take into account the guidelines for policy and issues for the future as they were outlined in the 1970 and 1971 reports, and there should be a summing up of accomplishments -- steps that have been taken toward the objectives which those reports outlined. In the context of the previous reports, the draft should not be merely a recitation of specific events and accomplishments of 1971, but also should include treatment designed to show the fundamental thrust of our policy. Where appropriate, basic changes which have occurred or which may be expected to occur in the international order as a result of our policies should be discussed. Drafts should be submitted to Dr. Kissinger by November 10, 1971. 1'F w~. M. This Review was to describe the international. situation and the Administration's approach to major foreign policy issues. The 1972 Review will refer to the broad guidelines of Administration p.$..cy rresented in the 1970 and 1971 J .evicwb, uu N~ ~F?AN- r _ -~ w?_ should be placed on the issues for the future outlined in the 1970 and 1971 Reviews and on the concrete achievements of Administration policy. To assist in preparation of this year's review, each addressee is requested to submit comments on (a) major trends, events, and issues of 1971; and (b) the Administration's approach in dealing with these developments. You \? should use as a basic point of departure the 1970 and 1971 Reviews and sub- sequent Administration statements and decisions during 1971. A list of topics which should be covered is attached, but other subjects considered to be of particular significance may also be included. Inputs should be submitted to the Assistant to the President f9r National Security Affairs by November 1, 1971.
