Tab A is a cable to all posts asking them to
raise the question of their host government's
intentions concerning recognition of MPLA. We
believe this cable should go out immediately in
order for it to be acted upon before independence,
next Tuesday.
Tab B is an action memorandum stating the
options on recognition. Our cable and the memorandum
leave open the question of our possible recognition
of FNLA/UNITA. These two have just announced in
Kampala that they will establish their own regime
if MPLA declares UDI, which is something we expect
will happen. Even so, we believe it is premature
for us to also adopt a position on recognition of
an FNLA/UNITA regime until they themselves make a
formal announcement and we learn what stand Mobutu
will t We have sent messages to Mobutu and
Kaunda asking for their views. 25X1
