MEMORANDUM
SUBJECT U.S. Options - Recognition
and Representation in Angola.
REFERENCE: Draft Paper of 22 October 1975
1. We have these comments on the draft distributed to
the Angola Working Group on 22 October 1975:
a. The paper should rule out immediate recognition
by the U.S. Government of the MPLA -- that is hardly an
option.
b. The paper should examine more deeply the relative
advantages and disadvantages of the FNLA and UNITA
setting up a rival government.
c. The paper should discuss means for influencing the
MPLA to hold back any public claim to sovereignty over all
Angola. (This might be done through encouraging some fur-
ther African mediation, etc..)

e. We should not overemphasize the advantage to the
MPLA of scoring more "recognitions" than a rival UNITA-
FNLA government. STAT
