A FULL MEMORANDUM FROM STATE ON THIS SUBJECT SHOULD BE COMING SOON TO US O IN UGANDA, THE SITUATION BECOMES WORSE DAILY. THE ASIAN EXODUS WILL FURTHER DISRUPT UGANDA'S ALMOST BANKRUPT ECONOMY. THE UK HAS ANNOUNCED THAT IT WILL SUSPEND ITS AID AND NO OTHER WESTERN NATIONS SEEM LIKELY TO BAIL OUT AMIN.
