HUERTA 15 SCHEDULED TO ADDRESS THE GENERAL ASSEMBLY ON OCTO-
3ER A. HE TOLD JOURNALISTS IN SANTIAGO WEDNESDAY NIGHT THAT
HE KNEW THERE WAS AN UNFAVORABLE ATTITUDE IN THE UN TOWARD THE
JUJNTA, HE MENTIONED CHARGES BY SOVIET UN DELEGATE MALIK CLAIM-

CELLENT TREATMENT. THE CHILEAN COMMUNIST LEADER IS UNDER IN-
VESTIGATION ON CHARGES OF HIGH TREASON AND WILL BE TRIED BY A
MILITARY TRIBUNAL.
MEANWHILE THE CHILEAN MINISTER OF INTERIOR SAID WEDNESDAY THAT
THE C0 NOT STOP THOSE WHO WANTED TO LEAVE THE
COUNTRY AND THAT, UNLESS A SPECIAL CASE CAME UP, SAFE CONDUCTS
WOULD BE PROVIDED TO ALL THOSE WHO TOOK ASYLUM IN FOREIGN EM-
BASSIFS, THE JUNTA PRESS SECRETARY ADVISED AMBASSADOR DAVIS
THAT THE GOVERNMENT HAD INVITED SENATOR KENNEDY TO COME To
CHILE TO INVESTIGATE CONDITIONS THERE -- WITH PARTICULAR
REFERENCE TO REFUGEES, THE CHILEAN EMBASSY IN WASHINGTON
HAS BEEN INSTRUCTED TO CONVEY A SIMILAR INVITATION TO SENATOR
HUMPHREY ANND/OR HIS SISTER.

FIGHTING WAS MODERATE TO HEAVY THROUGHOUT SOUTH VIETNAM YESTERDAY,
IN MILITARY REGION 10 FIGHTING WAS MODERATE, DESPITE RECENT RE-
PORTS THAT THERE WOULD BE A SIGNIFICANT INCREASE IN ATTACKS IN
QUANG NAM PROVINCE. IN THE HIGHLANDS, COMMUNIST SHELLING ACTIV-
ITY CONTINUED TO CENTER IN NORTHERN BINH OINH PROVINCE. FIGHTING
WAS LIGHT IN MILITARY REGION 3, WHILE THE DELTA WAS MODERATELY
ACTIVE. GOVERNMENT GUNNERS IN CHAU DOC PROVINCE REPORTEDLY
