raised at the 40 Committee meeting this morning.

9. Tell the Attorney General that you continue to receive reports
from members of your stall on the outstanding support being given
by Assistant Attorney General William Rehnquist. His legal analyses
and position papers played a major role in the Administration battles
on Caoper-Church, liatfleld-McGovern, Symington hearings and the
Spanish "non-treaty". The attached paper (Tab B) concerning a GAO
request to audit 3erlin occupation costs is a recant waanple. Rehnquist
usually concludes that an Administration policy San be carried out
Legally, while State frequently finds that such policy cannot be done
legally.
