Mr. Fillet called me'December 11 to report that he had gone over to
the Republic of Korea (ROK) Embassy on December 10 to introduce his
business colleague, Charles Abrams, to Minister Lee. Abrams pre-
sented a business proposal to Minister Lee for him to help put
through with an appropriate party on the ROK side. The idea was to
use low-cost Korean labor to rebuild used computers from the U.S.
'The material relating to this proposal was accepted by Lee for for-
warding in the ROK diplomatic pouch.
Minister Lee again assured Fillet and Abrams of the ROK's serious-
ness in presenting the package described in the referenced MemCons.
He: than suggested that they accompany him to the ROY. Ambassador's
going-away party, then about to begin.
.At the reception, Fillet claims that he and Abrams were introduced
to the ROK Ambassador (who is returning to Seoul to become Foreign
'Minister) and that the Ambassador assured the two of them that he
was aware of the substance of Minister Lee's conversations with
them and endorsed the proposals which had been made to them on
.-behalf of the ROK Government. The Ambassador further stated that
-Fillet and Abrams could count on his personal assistance and sup-
-port if it should become necessary.
