(Dictated over secure phone by Cmdr Howe - 7/14/72)
(Partial of what will be a memcon)
In response to the note and the additional oral comment, the following
remarks were made by the host:
-- With regard to the third point in the note we don't have any
instructions from our government so there is nothing to tell
the US side.
We haven't gotten any instructions concerning the boat ride
at the Summer Palace.
If the PRC Government has any comment on the present situation
it,-ill make it clear through its news agency (NCNA) [i. e., not
western press.)
-- With respect to the second point in the note what we mentioned
in the verbal message last time was not an individual event but
the result of many. That is why we demand the results of the
investigation of the U. S. side. We have made repeated investi-
gations to verify the incidents.
(Note: Atmosphere very cordial. Host wanted to prolong casual
conversation. )
