MEMORANDUM FOR: GENERAL SCOWCROFT CONFIDENTIAL September 18, 1975 SUBJECT: Transfer of CIA's Stock of Shellfish Toxin to the NIH The National Institute of Health of HEW will be sending a letter to Colby, with a copy to HAK, requesting that the 11 grams of shellfish toxin now in the CIA's possession be transferred to NIH for medical research purposes, rather than being destroyed. Such use is completely consistent with Presidential directives and our obligations under the Biological Warfare Convention. The toxin is very rare and this cache may be the only substantial amount in existence.
