MEMORANDUM FOR DR. KISSINGER
In the January 12 Special "Report from Saigon" Charles Mohr
suggested that the U. S. Mistake regarding corruption is that
we make excuses for ills we could cure.
On reading this the President noted that on this one he feels
some quiet work by Bunker would be proper --. some symbolic
action.
