SUBJECT: National Liberation Front Plans for Cease-fire
and Subsequent Negotiations
At Tab A is a report of comments allegedly made
by Huynh Tan Phat, Central Committee member of
the NLF, who is now Chairman of the Provisional Revolutionary
Government., concerning NLF plans for cease-fire and subsequent
negotiations.
Phat remarked, inter alia, that:

If the NLF cannot achieve a coalition government
which can eventually be controlled, they will have fought for no
purpose.
There will be no cease-fire until the NLF achieves
a military victory, control over large areas, and US troop withdrawal.
The NLF prefers General Minh to Thieu as head of
an interim government because Communist agitators will have more
freedom under Minh. Thieu must be replaced before any cease-
fire negotiation.
In an interim government, the NLF will place its
men immediately under the Ministers so they can effectively
neutralize the Ministers 1 activities. In addition, the NLF apparently
will insist on filling the key posts of Minister of Defense and
Interior (police).
The NLF will concentrate campaign efforts for the
election at the ward level using terror to gain control where
necessary. NLF candidates will pose as "Nationalists" in hostile
wards. r .
