Sorry I missed you with the attached text. However, I believe there
are no problems. I plan to make the following points verbally:
They can, of course, put the PRC before U. S. in the
FLAK cannot arrive any earlier than the 19th.
-- We cannot make the public announcement earlier than
noon on the 14th.
If the other side has a protest concerning ships or territorial space,
I plan to use the talking points that HAK approved for the last meeting;
i. e. :
We will report this immediately to HAK.
We Will make an immediate investigation.
This would have to be an accident or violation despite
the strictest possible orders.
-~ We can have absolutely no interest in (involving your
vessels) (violating your territory).
If by any chance they cancel HAK's trip, I would say what HAK instructed
me to say last time; i.e., "Dr. Kissinger asked me to say -- in case
this contingency came up -- that we think this is the first serious mistake
the PRC has made and that the PRC does not have that many friends. "
Since they asked for this meeting and have a message for us, I will
hear him out first and if they cancel the trip I will not hand over our,
message.
