2. I also discussed with the Director the request from the Joint
Chiefs of Staff that he and Mr. Helms participate in the joint war games
exercise in January as members of senior panels. The Director felt
that this would require too much time and that he and Mr. Helms should
not accept the invitation. (I so advised the War Plans Staff and asked
them to inquire whether Ray Cline and Sherman Kent would be available
and, if not, to seek their recommendations. )
3. I Iwas in for a courtesy
visit. He advised me that he will return to Headquarters in April 1966
after being replaced by Walt Elder but that at the moment he does not
know what his assignment will be.
4. I discussed our legislative program for next year with Dick
Helms in very general terms. He agreed that we should not go forward
at this time with Purple Heart legislation, relief from loss of sick and
annual leave, or subsidization of selected college students. (I passed
this along to Larry Houston and asked him to prepare a formal submis-
sion covering the remainder of the items which John Warner

discussed with me yesterday. )
5. John Clarke and I discussed with Dick Helms the allocation of
the manpower authorizations which the Bureau of the Budget has ap-
proved for Fiscal Year 1966. He approved of our recommendations
that we give the Directorates tentative allocations, seek their reactions,
ascertain how they would use the personnel, and then come back to him
with a final recommendation. Out of this grew a brief discussion of
centralized versus decentralized manpower control, and Dick said that
he would reach a final decision on this within the next few days.
