THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: Format for the President's Quarterly Report on
Soviet Strategic Forces
The mock-up you have sent over seems to present the material
in an attractive, graphic and easy to understand way. I have no
objections to the format you propose.
Because the text: presented in the mock-up is fragmentary, I can-
not comment in detail on the substantive presentation. I would,
however,, repeat my earlier observation that the purpose of this
document is to highlight current developments and serve as an
"early warning" system. This seems to me to require that it
focus on:
what has happened since the last report;
-- how observed events compare with predictions in the
NIE and other intelligence documents.
A "highlights" page might be a useful way to focus attention on these
aspects of the report.
I would appreciate knowing as soon as possible when you will be able
to have the first of these reports, coordinated by the USIB members,
available for the President.

SUBJECT: Format for the President's Quarterly Report on
Soviet Strategic Forces
Attached at Tab A is a memo for Dick Helms approving the
format of the quarterly report on Soviet strategic forces. Since
we have only a mock-up, with illustrative text, not much sub-
stantive comment is possible. (Mock-up at Tab B. )
The memo does, however, repeat the basic points about what the
quarterly report must do:
-- focus on the most recent developments and whether they
confirm past predictions;
-- represent the views of the entire intelligence community,
not just CIA.
RECOMMENDATION:
That you sign the memo to Dick Helms at Tab A.
