Its short--comings, we do have an operational nerd to got
agency views on the Haiti paper and make as Judgmast on th rn. The
asked In ISM-70 relate to the kind of posture we mod.

and how we should relate to the Duvalier regime
Answers to those questions are relevant to (a) the shaping of the
J I - 71 AID program which must be compl.t.d by the end of August,
(b) the US position in the Inter-America-,n Bank on a number of pro-
ject* pending before the Bank for decision; and (c) the US position
with regard to (lAS technical assistance programs which the
Organization will have to decide in the aeezt few months.
The matter to hardly of world-fig importance, and I do not sea
the need for an NSC meeting. Considering the crowded .bhedulo,
there is no need for a Review Group meting. I recommend we ask
the agencies their position on the paper and the issues raised in it,
and than staff a memo to the President as we did i* the Peia.naaraaae
Canal questiou.

logically from our conclusions about the present paper's issues, visa.,
what fit poster* we should take toward Duvalier and the suaces-
