VY'S COMMENTS ON RELATIONS WITH U.S.: NORTH VIETNAM IS ENTERING
INTO "AN ENTIRELY NEW RELATIONSHIP WITH THE U.S." ACCORDING TO
NGUYEN MINH VY, THE DEPUTY CHIEF OF HANOI'S DELEGATION TO THE
PARIS TALKS.
NORTH VIETNAM, SAID VY, CONSIDERS IT T O BE OF "IMMEASURABLE
IMPORTANCE" TO ESTABLISH "FRIENDLY AND LASTING TIES" WITH
THE U.S. DISCUSSING THE SITUATION IN THE SOUTH, VY CLAIMED
THAT BOTH HANOI AND THE PRG HAD ACCEPTED THE FACT THAT MILI-

DISCUSS SIRIK MATAK'S NOMINATION TO THE VICE PRESIDENCY. AFTER
UPBRAIDING SEVERAL OF THEM, INCLUDING LON NON, HE
SAID HE WANTED MATAK IN THAT POSITION AND INTENDED TO HAVE
HIS WAY. IF NOT t HE WOULD RESIGN AND TAKE THE ENTIRE GOVERN-
MENT DOWN WITH HIM. HE ALSO TOLD PRIME MINISTER HANG THUN

SOUTH KOREAN ELECTION: SOUTH KOREA WILL HOLD A GENERAL ELEC-
TION ON FEBRUARY 27 FOR A NEW NATIONAL ASSEMBLY. THE OLD
ASSEMBLY WAS DISSOLVED LAST OCTOBER WHEN PRESIDENT PARK DE-
CLARED MARTIAL LAW.

PALME'S RESPONSE TO ROGERS' STATEMENT : IN RESPONSE TO SECRETARY
ROGERS' COMMENTS IN HIS EXCHANGE WITH CONGRESSMAN FRASER YESTER-
DAY, PRIME MINISTER PALME SAID THAT THIS DID NOT INFLUENCE THE
SWEDISH ATTITUDE TOWARD U.S. POLICIES IN VIETNAM NOR THE VIEWS
ON THE CEASE-FIRE. NEITHER DID IT INFLUENCE THE SWEDISH DESIRE
FOR NORMAL DIPLOMATIC CONDITIONS BETWEEN THE TWO COUNTRIES.
HE CLAIMED THAT SWEDISH OPINION HAD CONTRIBUTED TO SHORTENING
THE WAR. IF THERE HAD BEEN NO OPINION EXPRESSED AND IF ANY
METHODS COULD HAVE BEEN USED IN THE WAR, THERE COULD HAVE
SOME KIND OF PEACE, "BUT THE PRICE FOR THAT PEACE WOULD HAVE
BEEN INFINITELY HIGH." SWEDISH STATEMENTS REFLECTED HONEST
OPINIONS. IT WAS RIGHT TO MAKE THEM, EVEN IF THEY IRRITATED
A GREAT POWER p ACCORDING TO PALME.
UK RECOGNIZES EAST GERMANY: AN EAST GERMAN COMMUNIQUE STATES
THAT GREAT BRITAIN BECAME THE FIRST OF THE BIG THREE WESTERN
POWERS TO RECOGNIZE THE EAST GERMAN GOVERNMENT. THE TWO COUN-
TRIES WILL EXCHANGE DIPLOMATS ON AN AMBASSADORIAL LEVEL AFTER
EAST AND WEST GERMANY RATIFY THEIR NORMALIZATION TREATY AND
AFTER BONN SENDS ITS OWN REPRESENTATIVE TO EAST BERLIN. FRANCE
AND EAST GERMANY ANNOUNCED THEY WERE ESTABLISHING DIPLOMATIC
RELATIONS AND WOULD EXCHANGE AMBASSADORS AT AN UNSPECIFIED
