The following background information is needed by close of business
this evening for Mr. Kissinger's use in preparing for his background
presentation. The idea is to provide brief background information
for his reference and there is not need for lengthy memoranda.
Areas for which information is requested are:

-- NATO Ministerial (brief statement of US NATO policy and
agreements reached with Allies)
-- Jordan Crisis (chronology of crisis, implications at this
time)
Romania/Yugoslavia (examples of strengthening relations
during past year through trade, scientific and cultural agreements,

-- Peterson Recommendations and President's September 15
Proposal for Reorganization of American Aid Programs. (brief
summary of major points in each and present status)
-- Oceans Policy and Nuclear Weapons on Seabeds Treaty
(brief summary of President's May 23 proposal and major points
in treaty on implantation of nuclear weapons on the seabeds
including status of proposal and treaty)
-- SALT (brief chronology, progress made to date, US position
principle problems and outlook)
-- Vietnam Peace Moves (brief summary of April 20 principles,
Bruce appointment, October 7 speech, December 10 POW offer,
etc.
