SUBJECT; North Vietnam Operations
HAR would like you to redo the attached
memo for the President to indicate his
recommendation that suspension of shallow
penetrations should be coupled with firm
requirements to produce plans for deeper
penetration operations.
In addressing this subject you may want
to check whether this would cause a
bureaucratic jurisdictional problem. As
I recall DOD, at Helms request, was
assigned responsibility for operations
beyond 30 kilometers.
