The U. S. side wishes the Chinese side to know that Genera . gi
Secretary Brezhnev informed the President of the proposed non-aggression
treaty with the PRC of which the Chinse side had already informed us.
Brezhnev stated that he would wait for an answer until a little while
after he returned from the U. S. At that point the Soviet side will publish
its draft treaty with appropriate commentary.
The U. S. side appreciated the information supplied by the
Chinese side and fully understands, the course of action outlined by the
Chinese side.
Add Orally:
1. Dr. Kissinger looks forward to welcoming Ambassador Huang
Chen to San Clemente for discussions Acrgt Jul,
2.
2. Dr. Kissinger will give Ambassador Huang Chen full account
of all other discussions, none of which dealt with urgent matters.

Once Chinese give us yes or no on Huang's visit to San
Clemente, we should send appropriate memo to Lucy
Winchester re Mrs. Nixon's receiving Mtne. Huang.
-- HAK promised to make arrangements for transportation and
housing if Hua.ng comes to San Clemente.
-- Before Solomon leaves for Peking with Congressional delega-
tion,, ask him for checklist of any outstanding PRC items of
business.

After opening pleasantries, I gave Mr. Han Hsu the attached note which
he read, then thanked me for, but had no comment. I then gave Mr. Han
Hsu a copy of the final joint U. S. -U. S. S. R. communique, and asked that
it be held in confidence until it is released officially, at 1:00 p. in. Washing-
ton time Monday, June 25. Mr. Han Hsu confirmed that this was the final
version, expressed appreciation for our providing it, and assured me that
it would be held in confidence.
I then made the following points:
-- Dr. -Kissinger will give Ambassador Huang Chen full account of
all other discussions. There were several serious and sensitive
things Dr. Kissinger will wish to discuss with Ambassador Huang,
but which he did not wish to put on paper at this time. These are
not urgent matters nor should they be cause for concern. At re-
marks this morning, the General Secretary made a comment
about another summit meeting in six or eight months. This will
not occur for at least a year-.
