S. Responses to Soviet Anti-Satellite Activities The President has directed that a comprehensive study be made of the Soviet threat to U. S. reconnaissance satellite activities and U. S. options in response for consideration by the Washington Special Actions Group. In particular, the study should develop and assess- -- Possible Soviet threats and their capabilities; -- Possible U.S. defensive countermeasures, including their relative costs and effectiveness; -- Possible scenarios for Soviet actions to intercept or other- wise interfere with U. S. satellite reconnaissance activities, and the likelihood of such actions; -- Options for U.S. responses, including public and non-public actions. The study group should be chaired by a .representative of the Department of Defense and include representation from the Department of State, NSC, CIA, and the NRO. Due to the sensitivity of this subject, this memorandum and participation in staffing the study should be kept on a strict need-to- know close-hold basis. A report is requested by December 31, 1971.
