The following is a report on actions taken or underway on Cambodia
as of 6:00 p.m. last night.
Military Operations
? There were 86 tacair and no ARC LIGHT strikes.
? Operation Binh Tay I concluded on Monday. This had
been an ARVN operation, involving only nine Americans.
? Light and sporadic contacts were reported as units
continued search and clear operations in all areas.
? COMINT reports a major reorganization of the enemyrs
subregion 2, which had suffered heavy losses in the
Parrot's Beak. Three of its eight battalions were dissolved
and two converted into local force units.
Military and Economic Assistance
-- 1, 120 pounds of additional T-28 parts were delivered
May 24.
? The Philip confirmed confirmed on May 22 that it would not
provide arms, but that clothing and medicines would be

contributions. Our Embassy thinks the GOP wants to
keep its options open in case Sihanouk should bounce back.
? The FANK has asked our Defense Attache for airlift of
two Khmer Krom battalions plus barbed wire and
advisers to Cambodian forces still holding in the North-
east corner of Cambodia.
321.21Esiatic and International
Yem Sambaur is kila.i....1221 and has seen Thieu. He
announced the purpose of his visit to be the reestablish-
ment of diplomatic relations. He told newsmen before
departure that he would like ARVN and U.S. troops to
stay in Cambodia after June 30, and would raise the
subject in Saigon. (Ziegler has told the press that we
have received no such request and has reiterated the
June 30 deadline.)
Tass has carried a blast by the Soviet Ambassador in
Phnom Penh, taking issue with the plan to establish
relations with Saigon and warning that the USSR "will
make conclusions for its policy from the direction in
which this situation develops."
-- General Haig presented the case against a SEATO
application to Lon Nal and Sink Matak, who appeared
to aecept the arguments.
? The three-nation post-Djakarta Conference team will
travel in early June to Moscow, London, New York
(for the UN), Ottawa, Warsaw and Delhi, according to

it too fervently.
-- Sihanouk has arrived in Hanoi. The coincidence with
Yem Sambaur's trip apparently was accidental.
-- Vietnamese refugees in Phnom Penh total some 68, 000.
Relief supplies are running low, the rains have started,
and the refugees' situation may become serious in a
week or two. The GVN cannot accommodate such a
number, and there is little hope that they can be re-
absorbed in Cambodia. Sambaur will raise this issue
in Saigon.
Yem Sambaur reports agreement reached with Malaysia
to establish Embassies. '
The French Ambassador in Phnom Penh has complained
of ARVN destruction of the French-owned Chup rubber
plantation (the country's largest) and hints that the GVN
wants to destroy Cambodia economically. The ARVN
commanding general reportedly plans to raze the
plantation after it is evacuated Tuesday. ,At General
Abrams' request, the Chief of the ARVN joint staff
is checking the situation, bitt he claims that VC/NVA
forces are in the area (this is operation toan thang 42).
-7 The remaining Communist Embassy personnel have left
Phnom Penh in the Swiss-managed swap for Cambodians
in China.
