SUBJECT; Discussion of Vietnam Plans
Until further notice, I want no discussions by Goveraarnent offi-
cials with the media concerning future U. S. troop withdrawal
plane or U. S. plans for maintaining a residual farce in South
Vietnam. This applies to discussions with the press, either
on or off the record. background briefings and informal
speculation.
I expect each of you to insure that this guidance is implemented
throughout your Department/Agency.

I believe it is essential that we turn off
any further public discussions by Govern-
ment officiate of future plans for troop
withdrawals and the issue of a residual
force for South Vietnam. Therefore,
I recommend that you sign the attached
directive to the Secretary of State.
