MEETING OF CENTRAL TRANSPORT COMMITTEE OF MINISTRY OF TRANSPORTATION (5 Pp; Germs June 1951)
The document is a photostat copy of the minutes and a report of a special session of the
Central Transport Committee on 7 June 1951. The committee consisted of representatives of the
Ministry of Transportation, the Directorates General of the Reichsbahn and of Water Transport,
of the various Laender, and of several other interested ministries and transport organizations.
The meeting dealt with questions of grain imports from the USSR (transportation difficulties
because ice conditions necessitated shifting more shipments than planned from water to rail
transportation), changes 3.n the transport plan for June due to inclusion of transportation
requirements for the Worid Youth Festival (shortage of box cars), and a report on plan fulfill-
ment during the first three months of the Five-Year Plan 1951-55. This report is appended to
the minutes.
The report states that during the first quarter of 1951 the transportation plan was
fulfilled by the Reichsbahn by 99.7 percent (in daily carloadings), by water transport by 72.x+
percent (in monthly tonnage), and by long-distance automotive transport by 6~.~+ percent (in
monthly tonnage}. The Reichsbahn was able to achieve this percentage by appealing to its
customers either directly or through the Laender governments to use the railroads even beyond
the planned volume, The chief causes of the poor results of all carriers were faulty planning,
withholding of investment funds, and switching of freight to the Reichsbahn. Various corrective
measures were suggested,
