MEMORANDUM FOR THE RECORD
SUBJECT : Imagery Meeting - Briefing BOB

1. The briefing on the status of the Joint Imagery Inter-
pretation study for Mr. Thomas and Mr. Hurley of the BOB was
given as scheduled an 3 June. con- 25X1
stituted the briefing team and General rroll and were the only
others present. The briefing was along the same lines as that
given in my office to CIA representatives an 5 May, with some
refinements .
2. After the briefing Mr. Thomas expressed his appreciation
and stated that he was much encouraged by the approach being
taken and the obvious thoroughness of the study. Only a few questions
were asked, the most pertinent from the CIA viewpoint concerned a
questioning of the need for CIA having the requirement for Direct
Intel igesnce Support Exploitation of imagery interpretation is all
categories of intelligence where there are specific divisions of
responsibility for Intelligence Prod-ction. Carroll expresses
same view but in a restrained per. He has made similar corn-
ments at previous meetings but has always added that it is up to
the D CI to determine what is necessary to support his function. I
stated that the DCI, as the primary intelligence officer for the
hive House and the Government, requires an across-the-board
capability in the intelligence arena with the imagery interpretation
expertise to back it up in support of his responsibilities. My
impression is that no views were changed by the discussion,

Subsequent to the briefing and after the departure of
Thomas and Hurley, a short conference was held on a serious
problem which has arisen because the DIA has within the last week
made major revisions in the original man-hour break out for the
employment of photo interpreters. Every DOD element, including
DIA, had significant changes with some changing in magnitude by
close to a hundred per cent. Also, there were major changes in
the categories in which the interpretations were employed. I
expressed the view that I now had little confidence in the credibili
of the original figures and no more in the new submissions.
Carroll also expressed his concern to General Maples, who has
been in charge of the DOD team. These changes, if accepted,
will have a major effect upon work already accomplished by the
joint team, Including the invalidation of appendices which have
been put in final form.
4. After some discussion it was decided that II and 25X1
I would select units in which major changes have been made
In man hours reported, relate those changes to any substantive
impact on the work done so far and advise Maples of the units
question. Maples will then provide a substantatton of the roan-
hour employment as now reported. I will accompany and, 25X1
