and Budgeting
In the course of a conversation with the
Director on Wednesday, 20 April, concerning China, the Direc-
tor again expressed some reservation that the Agency is not
attacking this problem vigorously enough. He particularly
questioned whether our plans to beef up our China expertise
during the next several years are adequate. He referred spe-
cifically to the "Ten-year Plan" and asked that I advise him
what it includes in this regard.
Please prepare a brief memorandum to
the Director for my signature answering this question.
