however, the angle is too small tonteasurepho'ogramme;ri

No changes have been noted in this unique facility since
April 1463,
Probable modification of the Ilf.\ IRK [ antenna face,
the second development, was flat noted
when a 140-foot section of the antenna face
appeared black. The black section consisted of IS regularly
spaced panels whose dimensions suggested the replaccnwnt
of previously installed light-toned panels with larger black
panels (figure 3). p'r-
mitted confirmation of the fact that the entire face was
black.
d sun angles of 30 degrees 14 minutes and
30 degrees t3 minutes placed the antenna face in shadow.

Consequently, appearance ob.thc Is cc could not be &Icr-
mined despite a favorable jercpctivc

Missions between June 1,163 and February l 4 also laded
to reveal the fact of the III-A1101. St. because of unfavorable
perspective ray azimuths and relativdyparrground resolu-

the more recent photography does not permit detection of
sectionalized paneling, despite rclatlvely excellent RH-4

DISCUSSION
Type of Radar
It Is generally believed that the IIGSIIDI'SEstructures
house some type of phased-array radar. As the result of
one hypothesis, it is suspected that I of tie small structures
attached to the end of a IlmalllFS11(-1l'SI serves as a trans-
mitter house and the other as a terminal hotise. It is
possible that such an arrangement would be compatlblewith
a frequency-scanned phased-array radar.
Another hypothesis concludes that the hulk of the
IIE.S H0ISF: structure behind the face suggests the use of
an array of lenses in the antenna face, with the feed elements

Furthermore it should be remembered that all the aher
San'-Shagan building triad mites contain other facilities
which were completed before construction of the building
triads was initiated. Consequently .1 possibility exists that
the building tblad installations, the prolnvpe III\ 1101 SI:
Radar Site 13 and the III:A ROOST at San'-ShagatiAre
serviced with 35-kv electric power transmission lines
while I1ual III \ IIi*'SI: mites require at least I104v
aerx ice. 1t the present time it Ispot possibl?so determine
if I at.2 110?kv lines will be feeding the Dual HEN 1101 St.
sue at Sarv-Shagan.
.1/ire building triads in the Moscow area have been
can;tt i'@d possibly AIM-associated, though their use purely
in an air defense role has been receiving cpnsideratlon?
Jhetr pte'sence at Sarv-Shagan, which has hem associated
repeatedly with 11311andSAM activity, and their installatim
around bbscow, which was already heavily defended by a
variety of S:\M systems, necessitates retention offhe tel;m
possibly AM-associated." In the case of Sir,-Shagad
site I 1 the possible functional relationship of the building
triad facility to the Dual IIF;A' HOUSE radar makes this
particular triad a possible anti-satellite associated inarhlla,
Lion. Capahjlities in anti-satellite and anti -ballistle missile
rules are iompatihk; therefore, the above association at
tan'-Shagan strengthens the confidence in an :\Alldesigna-
tion for the building triad facilities in the Moscow area.
I'hisographv of A October 1964 revealed the start of
construction on a second set of building triads at SAM Site
F33-I and F05-I. 1Hits development, plus the extensive
unidentified earth scarring, revettdng, and digging, which
is taking place at numerous SA-1 mites around lbscow,
strengthens the suspicion that the building triads are .\it\I
associaed.
