SOVIET CIVIL DEFENSE
ALTERNATE HEADQUARTERS/COMMAND FACILITIES (S)
1. ~ On the basis of imagery-derived
and collateral information, 13 Soviet civil defense
alternate command posts have been identified in the
USSR (Figure 1 and Table 1). These facilities re-
portedly provide hardened recovery control centers
for civil defense operations, as well as protection for
some elements of the government leadership in the
event of nuclear hostilities.' Two alternate national-
level centers have been identified in the Moscow
area, and alternate republic-level centers have been
identified in the Latvian, Lithuanian, Estonian, Ar-
menian, Belorussian, Ukrainian, Uzbek, Kazakh,
Turkmen, Moldavian, and Tadzhik Soviet Socialist
Republics (SSRs). Alternate command posts have
not yet been identified in three SSRs: Kirgiz, Azer-
baijan, and Georgian. The alternate command post
for the Russian Soviet Federated Socialist Republic
(RSFSR) is probably collocated with one of the two
national-level facilities in the Moscow area.
2. (TSR) While the function and general loca-
tions of these installations were initially determined
using collateral information, analysis of the imagery
has resulted in the identification of some physical
characteristics that can aid in identifying similar facili-
ties. In general, these facilities are situated in rural
areas along a major arterial road, often near a body of
water, and within 10 to 25 nautical miles (nm) of a
major government/administrative center. Because of

have been identified in the vicinity of Moscow. Both
installations differ from those at the republic level in
that these national-level facilities are larger, include
more support facilities, and contain hardened anten-
nas. Solnechnogorsk RSFSR Civil Defense Headquar-
ters Complex (Figure 2), approximately 34 nm north-
west of Moscow, is the largest of the alternate civil
defense headquarters. The extensive housing and sup-
port facilities and the additional personnel shelter at
this facility strongly suggest that it is probably both the
crisis relocation site for the national civil defense staff
subordinate to the Ministry of Defense and the
primary alternate center for the RSFSR. The other
national-level center, Ustye National Civil Defense
Receiver Complex/Hardened (Figure 3), is approxi-

5. (TSR) The 11 republic-level alternate civil
defense command posts identified to date are smaller
than the national-level installations and have less ex-
tensive support facilities. Six of these facilities have
been associated with civil defense activity by the pres-
ence of a military civil defense unit in the vicinity. At
two other installations a single-lane civil defense obsta-
cle course has been identified. For the remaining three
installations, only collateral sources are available to
support a civil defense association.', 5,6.1
6. (S/WNINTEL) The Latvian SSR alternate
civil defense headquarters` is in a wooded area just
north of Sigulda and approximately 25 nm northeast
of Riga (Figure 4). The installation contains an opera-
tions bunker, a headquarters/administration building,
a vehicle storage building, and two support buildings.
7. (S/WNINTEL) The Lithuanian SSR alter-
nate civil defense headquarters' is in a wooded area,
11.5 nm northeast of Vilnius and 0.8 nm southeast of
Nemencine (Figure 5). The installation contains an
operations bunker, a headquarters building, and two
barracks/support buildings. A new multistory bar-
racks has been under construction since mid-1978. A
single-lane civil defense troop obstacle course (not
illustrated) is in a cleared area approximately 0.5 nm
from the command post area.
8. (S/WNINTEL) The Estonian SSR alternate
civil defense headquarters' is approximately 20 nm
southeast of Tallinn and 1.5 nm south of the town of
Kose (Figure 6). The facility consists of two areas-a
civil defense operations area in the south and a civil
leadership relocation area in the north. The civil de-
fense area contains an operations bunker, three bar-
racks, a headquarters building, a garage, and a stor-
age/support shed. The relocation area contains an
operations bunker, two administration buildings, a
barracks, two vehicle storage buildings, four support
buildings, and two multistory apartment buildings
(one under construction).
9. The Armenian
SSR alternate civil defense headquarters9 10 is 12 nm
north of Yerevan, just east of the main highway to
Razdan and Sevan, near the village of Nor Gekhi
(Figure 7). The facility is a separately secured area, 0.5

southwest of Solnechnogorsk.

10. (S/WNINTEL) The Belorussian SSR alter-
nate civil defense headquarters1 ,'' (Figure 9) is in a
densely wooded area, 13 nm northeast of Minsk and
2.1 nm east of Minsk Civil Defense Installation (BE

building, and several small support buildings. A mul-
tistory apartment-type building is being constructed
immediately south of the command post area.
11. (S/WNINTEL) The Ukrainian SSR alter-
nate civil defense headquarters6'7 is 1.6 nm east of
Pereyaslav-Khmelnitskiy and approximately 42 nm
southeast of Kiev (Figure 10). The command post area
is the western half of the Pereyaslav-Khmelnitskiy

building. Immediately north of the woods is a fenced
area that has been excluded from cultivation and
contains what appear to be several positions for mobile
communications equipment. The dense foliage pre-
cludes the identification of a bunker at this site.
