1. SIGNIFICANCE: PROBABLE ARMS TRANSSHIPMENT ACTIVITY CONTINUES
OFFSHORE OF THIS PORT FACILITY. (SWN)
2. REMARKS: AT LEAST SIX PROBABLE ARMORED VEHICLES ARE
DISCERNIBLE IN THE HOLD OF A GEROI PANFILOVTSY-CLASS MERSHIP
(PROBABLY BULGARIAN) OFFSHORE OF THIS PORT FACILITY. THE
PROBABLE ARMORED VEHICLES MAY BE OFFLOADED ONTO THE NICARAGUAN
ROLL-ON/ROLL-OFF (RO/RO) MERSHIP "ARACELY" WHICH IS POSITIONED
ON THE PORT SIDE OF THE GEROI PANFILOVTSY. "ARACELY" HAS
ARRIVED ALONGSIDE THE MERSHIP WHEN IT WAS
LAST OBSERVED JUST OFF THE PORT FACILITY. NORMALLY, THE
"ARACELY" IS USED TO TRANSFER HEAVY MILITARY CARGO FROM EL
BLUFF TO R.AMA PORT FACILITIES WHICH IS
APPROXIMATELY 50 NM NORTH ON THE RIO ESCONDIDO. EIGHT PROBABLE
FISHING/SECURITY VESSELS ARE POSITIONED AROUND THE TWO
MERSHIPS. (SWN)
THE NICARAGUAN RC/RO MERSHIP "NICAPAO", WHICH WAS INVOLVED IN
CARGO TRANSFER ACTIVITY WITH THE GEROI PANFILOVTSY ON
HAS DEPARTED THE AREA AND IS NOT OBSERVED AT RAMA
PORT FACILITY (SWN)
