(SWN) REMARKS: THE AIR DEFENSE CAPABILITY HAS BEEN IMPROVED AT fiR~AR~LAN/CUBAN DEPLOYMENT AREAS SOUTH OF THE NAMIBE (FORMERLY, MOCAMEDES) - MENONGUE RAIL LINE WITH THE INTRODUCTION OF SA-8 AND SA-9 MOBILE SAM MISSILE SYSTEMS INTO THE CAHAMA AND CUVELAI AREAS SINCE MID-MAY (MAP GRAPHIC 1). (SWN) AT THE CAHAMA MILITARY CAMP, APPROXIMATELY 65 NM NORTH OF THE ANGOLA-NAMIBIA BORDER, FIVE SA-8 TRANSPORTER-LAUNCHER AND RADAR (TEAR), ONE PROBABLE SA-8 TRANSLOADER, TWO POSSIBLE TRANSLOADERS, AND ONE BATTERY OF FOUR SA-9 TRANSPORTER-ERECTOR-LAUNCHERS (TEL) tiVERE NEWLY IDENTIFIED ON 0 (TWO SA-8 TL AR AND TWO POSSIBLE TRANSLOADERS ~ 25X1 SHOWN ON GRAPHIC 2). THIS EQUIPMENT, WITH THE EXCEPTION OF ONE POSSIBLE SA-9 TEL, WAS NOT PRESENT ON ~~ (SWN) 25X1 AT CUVELAI COMPLEX, APPROXIMATELY 100 NM NORTH OF THE ANGOLA-NAMIBIA BORDER, ONE BATTERY OF FOUR SA-9 TEL WAS SEEN ON GRAPHIC 3). THIS EQUIPMENT HAD NEWLY ARRIVED SINCE (SWN) PRIOR TO THESE RECENT SAM DEPLOYMENTS AT CAHAMA AND CUVELAI, THE ONLY AIR DEFENSE MEASURES IN THESE AREAS WERE LIGHT ANTIAIRCRAFT ARTILLERY. PREVIOUSLY THE SOUTHERNMOST DEPLOYMENT OF A SAM SYSTEM WAS AT CHIBEMBA, APPROXIMATELY 105 NM NORTH OF THE ANGOLA-NAA4IBIA BORDER, WHERE AN SA-9 BATTERY WAS TEMPORARILY DEPLOYED IN 1981. AT LUBANGO AIRFIELD THE MAIN ANGOLAN TACTICAL FIGHTER BASE IN SOUTHERN ANGOLA, A DECREASE IN MOBILE SAM EQUIPMENT HAS BEEN EVIDENT SINCE EARLY MARCH. THE TWO SA-8 MOBILE SAM BATTERIES, PRESEN AT THE AIRFIELD SINCE LATE FEBRUI~RY, WERE NOT OBSERVED ON ,0 THESE UNITS WERE LAST SEEN ON PARTIALLY CLOUD COVERED IMAGERY OFO IN ADDITION, A DECREASE IN SA-9 EQUIPMENT HAS BEEN EVIDENT SINCE EARLY MARCH, tiVHEN ONE BATTERY OF SA-9 WAS MISSING FROM THE LUBANGO AREA. PRIOR TO MARCH, ONE SA-9 BATTERY AND TWO PROBABLE SA-9 BATTERIES WERE PRESENT. A FURTHER DECREASE IN SA-9 TEL WAS OBSERVED ON 0 WHEN TWO ADDITIONAL SA-9 TEL WERE MISSING FROM THE AIRFIELD. (SWN) ANALYST'S COMMENTS -- THE DEPLOYMENT OF THE MOBILE SA-8 AND S -9 S S STEMS AT THESE TWO TOWNS ALONG TH E .SOUTHERNMOST PORTION 0 F THE ANGOLAN/CUBAN D EFENSIVE LINE, SUBSTANTIALLY INCREASES THE AIR DEFENSE CAPABILITY AGAINST THE SOUTH AFRICAN AIR THREAT FROM NEIGHBORING NAMIBIA. THE DEPLOYMENT OF THESE SAM SYSTEMS IS PROBABLY A DIRECT RESULT OF THE SOUTH AFRICAN ANTIGUERRILLA OPERATIONS UNDERWAY IN SOUTHERN ANGOLA, WHICH BEGAN IN EARLY FEBRUARY. (SWN) 3 .
