REMARKS: SOUTH AFRICAN FORCES HAVE ABANDONED THEIR FORMER SUPPORT BASES AT NGIVA AND CHANGONGO BUT HAVE RE"I'AINEll SUPPORT AND SECURITY ELEMENTS IN SOUT-{ERN ANGOLA AT EMBUNDO AIRFIELD, AND A SMALL SECURITY ELEMENT AT THE CALUEQUE DAM SITE. DESPITE A SIGNIFICANT DECREASE IN ACTIVITY AT MUPA, THE PRESENCE OF SEVERAL TEMPORARY STRUCTURES SUGGEST A POSSIBLE CONTINUING SOUTF{ AFRICAN PRESENCE (GRAPHIC 1 OF 4). (SWN) THE SOUTFI AFRICAN SUPPORT BASES AT NGIVA AND CHANGONGO HAVE BEEN DISMANTLED AND ABANDONED SINCE EACH AREA WAS LAST SEEN ON ALL TENTS/TEMPORARY STRUCTURES AND FUEL BLADDERS 25X1 HAVE BEEN REMOVED, AND NO MILITARY VEHICLES WERE OBSERVED IN THE SUPPORT AREA AT NGIVA AIRFIELD, APPROXIMATELY 20 NM NORTH OF THE ANGOLA-NAMIBIA BORDER (GRAPHIC 2 OF 4). A GRADUAL WITHDRAWAL OF FORCES FROM NGIVA WAS OBSERVED DURING EARLY FEBRUARY, AND IMAGERY SHOWED TF{E SUPPORT AREA 25X1 TO BE COMPLE"('ELY ABANDONED. THE APPROXIMATELY 2,500-METER BLACKTOP RUNWAY REMAINS SERVICEABLE. DURING A PRIOR WITHDRAWAL OF SOUTH AFRICAN FORCES FROM SOUTHERN ANGOLA IN MARCH 1976, THE RUNWAY HAD BEEN RENDERED UNSERVICEABLE BY SET CI{ARLES PLA(:ED ALONG ITS LENGTH. THE FRAMEWORK/FOUNDATIONS FOR TVJO FUEL BLADDERS ALSO REMAIN IN THE NEARBY HELICOPTER LANDING AREA. IT COULD NO"C BE DETERMINED WHETHER THE FUEL BLADDERS WERE STILL IN PLACE. AT CHANGONGO AND NGIVA, BOTH THE FRAMEWORK AND FUEL BLADDERS HAVE BEEN REMOVED. (SWN) IN NORTHERN NAMIBIA, AN INCREASED LEVEL OF GROUND FORCES ACTIVITY OBSERVED IN THE ONDANGUA AND OPERET AREAS WAS PROBABLY RELATED TO THE ONGOING WITHDRAWAL OF THE SOU"CH AFRICAN UNITS FROM SOUTHERN ANGOLA. A SIGNIFICANT INCREASE IN VE{11CLES WAS NOTED IN THE SUPPORT AREA OF ONDANGWA AIRFIELD ADDITIONAL VEEIICLES AND EQUIPMENT FOUR-GUN AA SECTIONS THAT WERE REPORTED HERE REti9AINED IN THE SUPPORT AREA.
