1. SIGNIFICANCE: AN ARMS DELIVERY CONSISTING OF AT LEAST THREE
PROBABLE MEDIUM TANKS IS OBSERVED. (SWN)
2. REMARKS: THE PROBABLE MEDIUM TANKS HAVE
ARRIVED AT RAMA AND ARE IN A CLEARED AREA NEAR THE OFFLOADING
RAMP. THREE HEAVY-LIFT TRANSPORTERS ARE ON THE ROAD LEADING TO
T
HE RAMP AND WILL PROBABLY TRANSPORT THE TANKS INLAND.
ALTHOUGH NO MERSHIP IS PRESENT, THE 1110ST LIKELY CANDIDATE TO
HAVE DELIVERED THE PROBABLE TANKS IS THE NICARAGUAN
ROLL-ON/ROLL-OFF (RO/RO) MERSHIP ' NICARAC' . THE ' NICARAO' WAS
WHERE IT WAS NESTED ON THE PC OI
PANFILOVTSY-CLASS MERSHIP. NO TRANSFER OF CARGO WAS OBSERVED
BETWEEN THE TWO SHIPS ON THAT DATE. THE NICARAGUAN RO/RO
MERSHIPS 'ARACELY' AND 'NICARAC' ARE USED TO TRANSPORT
EQUIPMENT FROM THE COASTAL PORT OF EL BLUFF, THEN INLAND TO
RAMA VIA THE RIO ESCONDIDO. THE 'ARACELY' WAS LAST OBSERVEDP
AT LA HABANA PORT FACILITIES, CUBA
